Property Information Management System
INCO Limited, Copper Cliff, Ontario (1998 - 2000)

The Controllers department of INCO Limited Ontario Division, required a GIS system that would permit staff to query and view financial related records (tax, assessment etc.) as they relate to the properties of INCO Limited. The traditional approach was to hand colour paper maps according to identified criteria. The accompanying dBase files were queried in separate transactions with results colour coded to the paper map.

INCO contracted BLAZE to develop a GIS application that served two purposes:

  1. A data (management / repository) warehouse that allows staff from within the Ontario Division access to non-proprietary formatted data in a real time basis.
  2. An application that allows users to view and manipulate their own data with data from other departments.

Implemented as a corporate client/server solution each client user is able to quickly locate and view the mapping information by either a point and click method or through simple fill in the blank queries. Data stewards were identified for each department to manage and maintain their respective spatial and attribute data.

Specific tasks included:
  • The provision of consulting services to perform a User need's analysis and Business process analysis and GIS application definition;
  • Project planning for client/server implementation of the selected solution;
  • The compilation and maintenance of cadastral, planimetric and topographic maps;
  • The development of Logical and Physical Database design and implementation, and the customized software development using ESRI ArcView GIS and Microsoft Access.
  • The implementation of client/server solution and on-going consulting services.
